What is the difference between a referral program and a loyalty program?
A referral program rewards customers for bringing new customers in — it is an acquisition channel. A loyalty program rewards customers for continuing to buy — it is a retention mechanism. They share the appearance of points and rewards but answer different questions and are measured differently.

Referral rewards trigger on someone else's behaviour: a new person signs up or buys. Loyalty rewards trigger on the customer's own repeat behaviour. That single difference drives everything else, including fraud profile and how success is measured.

Referral spend is acquisition cost and should be judged against CAC from other channels. Loyalty spend is a margin reduction on revenue you would likely have received anyway, and should be judged on incremental retention rather than on volume.

Whichever addresses the binding constraint. If customers stay but you cannot find enough of them, referral. If you acquire adequately but they leave, loyalty. Building a referral program on top of poor retention just accelerates churn.
Do loyalty members make better referrers?
Often, because they have already demonstrated repeat commitment. Using loyalty tier as a trigger for the referral ask is a cheap targeting improvement — it finds engaged customers without needing a survey to identify them.
Should the two share a currency?
It simplifies the experience but complicates the accounting. If referral and loyalty both pay in the same points, you lose the ability to attribute cost to acquisition or retention separately, which is exactly the distinction that justifies each program.
